Extent of land acquisition. The right-of-way is at least 60' wide. Additional area may be <br /> necessary beyond the 60' for slope easements. Based on a preliminary alignment by DPW, <br /> a remnant may be created on KSBE property between the northern boundary of the ROW <br /> and Coconut Grove. The County should also acquire this remnant for public parking and/or <br /> to provide alternative access to Coconut Grove to replace their current access on Kuakini that <br /> may be too close to the proposed new connector (see figure below). <br /> 2. KSBE commitment. Based on a phone conversation with KSBE (Jeffrey Mau), KSBE has a <br /> potential buyer of the property that intends to do a commercial development. A commercial <br /> development will require rezoning (currently zoned RM-1) and SMA permit. A rezoning <br /> condition could require dedication of the right-of-way. <br /> 3. Relationship to mauka segment of connector between Kuakini and Hualalai. Even if the <br /> mauka segment is not constructed, the proposed connector would provide an alternative for <br /> northbound traffic along Alii Drive that would presently have no choice but to continue along <br /> Alii Drive to Hualalai before being able to turn mauka to Kuakini to avoid clogging Alii Drive all <br /> the way to Palani. By constructing this makai segment, the potential to connect to Nani <br /> Kailua is preserved. The mauka segment to make this connection to Nani Kailua is <br /> challenging due to topography and possible archaeological sites. Nevertheless, if possible, <br /> the Nani Kailua connection provides amauka-makai connection from Alii Drive to Queen <br /> Kaahumanu. <br /> 4. Timing of design and construction. The next steps are as follows: <br /> a. Procure planning/design consultant. We would need approximately three months to <br /> prepare the scope of work and select a consultant to do the preliminary engineering and <br /> EIS. The scope of this study would be the makai and mauka segments of the connector. <br /> CIP funds are in place to begin immediately. <br /> b. PER/EIS. The preliminary engineering and EIS would take about a year. <br /> c. Construction documents. The detailed design would take about 8 months. The scope of <br /> work would be limited to the makai segment (between Alii Drive and Kuakini). <br /> Construction cost estimates would be prepared to determine the amount of construction <br /> funding required. <br /> d. ROW acquisition. The detailed design would determine the exact land area to be <br /> acquired. The ROW would then be subdivided and acquired.
