The <br /> Paper summarises - <br /> • the reasons behind the reforms; <br /> • the major issues addressed by the reforms; <br /> • the principal aspects of the reforms; and <br /> • and principal outcomes of the reform process. <br /> The Paper does not go into each of these reforms in any detail. If there is interest in any <br /> particular aspect of the reforms, these can then be reported on more fully. Also, although it is <br /> made clear in the text that some quotations have been used from other sources, for ease of <br /> reading formal references to these have been kept to a minimum. <br /> <br /> The Paper is divided in five parts - <br /> • General background to the reforms, including an outline of the problems that had to be <br /> addressed (Part I). <br /> • An outline of the major issues that had to be addressed in the reform process and the <br /> overall philosophical approach that was adopted (Part II). <br /> • A brief discussion of the major legislative provisions on which the reforms were based <br /> (Part III). <br /> • Amore detailed discussion of the establishment and operation of State Owned Enterprises. <br /> (Part 1V). <br /> • Some conclusion and comments (Part V). <br /> <br />
