Angel <br /> Subject: FW: KPC VILLAGES ON COUNCIL AGENDA <br /> Aloha, <br /> My testimony on the matter of zoning change for 3-7-5-9-23 from RM-1 to V-.75 is as follows: <br /> There should be no zoning changes or subdivisions or condominiums approved on Hawaii Island <br /> until bills are past exacting fees from developers that go specifically to improving roadways. <br /> Council members are urged contact legislators in and around the Seattle area to see how they do <br /> it. I know that a permit for a single family residence in Washington costs around $20,000. <br /> Here it's around $600. I know that people will squawk loudly at an increase like this, but with <br /> the cost of a lot now over $300,000 and average homes going between $600,000 and $700,000, this <br /> increase is a minimal percentage of the total cost. Developers should be charged a similar <br /> amount for each proposed unit in their subdivisions or condominiums. This fee could be waived <br /> for "affordable" units provided the finished units are indeed in the "affordable" category and <br /> meet the terms of the original building permit (unlike Pualani Estates which started out as <br /> affordable but then went on the market at market rates). <br /> The argument that this is "not fair" to developers is ludicrous. They make so much money it's <br /> ridiculous. Plus, the added number of cars their developments put onto the highway is more of a <br /> burden than individuals building their own homes. I think these laws should be retro-active for <br /> existing permits for subdivisions and condominiums, especially Charles Schwab's development, the <br /> so-called university not withstanding. The current permit calls for the university buildings to <br /> go back to Schwab when the state finishes their own university. So in effect, Schwab is paying <br /> NOTHING. Nothing!! It's insane. You legislators seem not to realize what you have here. <br /> Hawaii Island is one of the most sought after chunks of real estate in the WORLD!! You can <br /> force the developers to do whatever you want. They are not going to go elsewhere because they <br /> have to pay impact fees. Don't let them kid you!! The residents of this Island deserve nothing <br /> less. We need more roads. People are screaming for more roads. Well, if they want more roads <br /> they are going to have to chip in, that's all there is to it!! <br /> If a surcharge for roads is added to the property tax that can be guaranteed to go only for road <br /> construction, I'll gladly pay it. Something like this would have to have provisions to forbid <br /> robbing the kitty for other projects no matter what.
