Re: Resolution Creating Positions
The Department of Parks and Recreation recently acquired two new parks to maintain, the
Pu'umaile/Lehia Park and the Honl's/Waiaha Beach Park. The creation of a Park
Caretaker II position and a Park Caretaker I position will ensure that the Pu'umaile/Lehia
Park in Hilo is properly serviced and maintained. In Kona, the Honl's/Waiaha Beach Park
can be serviced and maintained by an additional Park Caretaker I (1/2T) position.
The initial funding for these new positions are derived from the General Fund's Fund
Balance. The second and final reading of Bill No. 214, which appropriates the funding of
these new positions, is scheduled for March 22, 2006.

A. REQUEST:
To create three new positions for the Department of Parks and Recreation: (1) Park Caretaker I, (1) Park
Caretaker II and (1) Parks Caretaker 11/2T
B. BACKGROUND AND JUSTIFICATION (USE ADDITIONAL SHEETS AS NEEDED):
The Department of Parks and Recreation will be acquiring two more parks to maintain - Pu'umaile\Lehia
Park and Honl's Beach. The Parks Maintenance division requires the working supervisor position to
maintain this large area (54 acres) and assist at other parks in Hilo including Onekahakaha, Kealoha,
Carlsmith, Lokoaka, Leleiwi, Richardson Ocean Park and Pu'umaile.
The Parks Maintenance division will also require 1 (one) full time Park Caretaker I to provide the basic level
of service for this 54 acre South Hilo park. The position will work Friday through Tuesday. This positon will
care for Pu'umaile on both weekdays and weekends. On weekends this position will also assist with
Onekahakaha, Kealoha, Carlsmith, Lokoaka, Leleiwi, Richardson Ocean Park and Pu'umaile.
The 1/2 time Park Caretaker I position is for basic level service to the new Kona Honl's Beach Park. This is
a one acre site. The position will work four hours per day Thursday through Monday. Maintenance activities
will include cleaning restrooms, blowing leaves, landscaping, removing debris, mowing, weedeating, opening
gates, removing trash, posting permits, cleaning pavilions and completing reports.

With the newly developed "Pu'umaile\Lehia" Park area, it is necessary to have an additional
working supervisor for adequate supervision to maintain this large area and also to assist at
other parks in Hilo. This position will be scheduled for Monday through Friday. This position
will receive all orders from the Tree Trimming/Beach Parks Supervisor and carry out specifics
as instructed. Park Caretaker II will supervise beach parks from Onekahakaha, Kealoha,
Carlmsith, Lokoaka, Leleiwi, Richardson Ocean Park and Pu'umaile. Park Caretaker II will fill
in on days off when Park Caretaker I will be on days off. Park Caretaker II will respond to
highly recommended areas of interest daily, weekly and as required to insure the strategic
goals of the P&R department are met.

Acquisition of a new park site, total of 54 acres from the State. This area is called
Pu'umaile/Lehia. Also with a proposed new position of an additional Park Caretaker I.
Request to have a Park Caretaker II to supervise Unit One blue collar workers from
Onekahakaha to Kealoha Park, Carlsmith, Lokoaka, Leleiwi, Richardson Ocean Park and
Pu'umaile.
2. Can new duties be assigned to existing positions or handled in other way such as short term
contracts, etc.
With the additional work load and the need to raise maintenance standards due to
high visibility, the existing positions are not able to handle the increased duties and high
standards of the strategic plan. Since maintenance will be on a permanent basis,
temporary appointments are not feasible without additional manpower, and an on-site
supervisor.

3. How will new position increase the efficiency/ effectiveness of operations? (Use

It will lessen the overload of work for the present staff and provide manpower, continuous
supervision for on the spot correction, and to accommodate maintenance and landscaping
duties to these high traffic parks and facilities.
4. Alternatives that were considered in lieu of new position. (Have technological changes
been considered?)
Reorganization, shifting of personnel and community volunteerism have been considered.
Reorganization and shifting of personnel would still overburden current staff.
Volunteerism requires dedication, dependability and commitment of this part of the
organization. In this scenario, Park Maintenance would be the back-up to the volunteer
organization, and would need to fill in whenever needed, which is not recommended.
5. Why were manpower needs not planned through budgetary process?
Manpower needs are being planned through the budgetary process.

3. DUTIES OF THE POSITION

Under the direct supervision of the Tree Trimming Park Maintenance Supervisor, Crew B, in South Hilo, the Show
Park Caretaker li shall supervise and participate in all phases of maintenance of parks and other facilities %
under the jurisdiction of the Department of Parks tL Recreation. The Park Caretaker 11 shall be responsible of time
for weekday maintenance and will respond to special situations and needs while on duty at Onekahakaha,
Kealoha, Carlsmith, Lokoaka, Leleiwi, Richardson Ocean Park and Lehia/Pu'umaile Beach Parks.
1. Supervises staff and participates in groundskeeping and building maintenance work by sweeping, mopping, 75%
hosing down, power blowing, raking, weedeating, mowing, scrubbing, etc.; supervises and participates in the
spraying of herbicide around walkways, buildings, and other landscaped areas using a knapsack or 100 gallon
sprayer; supervises and participates in the fertilizing, irrigating, transplanting, pruning of plants, shrubs, trees, and
grass to beautify the parks and facilities; supervises and participates in the operation of hand and power tools and
light motorized equipment (i.e. cub tractor, weedeater, rotary mower, etc.) in the care of hillsides, banks, and
other grounds at assigned areas; is responsible for the maintenance of parks during weekends; assigns and
inspects parks and facilities for cleanliness, safety, completion of assignments, landscaping projects, etc.; initiates
and follows up on work orders; responsible for the maintenance of parks during weekdays, responds to requests
for assistance or any problems that may arise while on duty; corrects situations whenever possible or follows
proper procedures to call supervisor in charge or others who can respond and assist in resolving any problems
white on duty. Reports to supervisor regarding any operational or personnel problems and needs; recommends
solutions and assist supervisor in dealing with problems; assists the supervisor in counseling and disciplining
employees; assists in the training of employees; assists in maintaining timesheets; assists with the accounting,

locations, graveled roads, ocean frontage, informal parking areas and lawn areas. The

This position will care for Pu'umaile on both weekdays and weekends. During weekdays,
maintenance activities will be blowing leaves, cleaning gravel roadside and landscaping
priorities, planting trees and grass for lawn areas, moving rocks, glass and other debris,

Lehia/Pu'umaile, 40 hours per week for weekday and weekend coverage.

scheduled for Wednesday through Sunday. There will be additional work to develop and

maintenance basis.

Under the general supervision of the Park Caretaker 11, Working Supervisor, this position will be assigned Primarily to the Show
South Hilo District and will be responsible for the care and maintenance of grounds and facilities. Areas are
Onekahakaha, Kealoha, Carlsmith, Lokoaka, Leleiwi, Richardson Ocean Park, and Lehia/Pu'umaile. Primary care and of time
maintenance during weekdays will go to Lehia/Pu'umaile. Secondary coverage will go to all others above.
1. Cares and maintains the pavilions and restrooms in a sanitary condition by operating a variety of hand and power
tools. Sweeps, mops, dusts, scrubs, hoses down, squeegees, and sanitizes restrooms, woodwork, offices, windows, floors, 40%
hallways, stairs, furniture, water fountains, and other equipment at the building and the surrounding areas. Empties refuse
containers. (1,2,4)
2. Cares and maintains parking lot, hills, banks, and surrounding areas. Uses blower, weedeater, push mowers,
hedge trimmers, pressure washers, knapsack sprayers, etc. to blow leaves and debris; mows and weedeats
lawns, fields, banks, etc.; trims hedges; washes curbs, walkways, sidewalks, walls, courts, steps, etc. to insure safety and 30%
cleanliness; fertilizes, plants, prunes, etc. to beautify the park. Clean brackish water ponds by removing trash.(1,2,4)
3. Makes inspections of facilities and grounds for hazardous and repair needs and after the use of the facilities to
determine whether deposits should be returned; enforces departmental rules and regulations; communicates 10%
information to supervisor; initiates and follows up on work orders. May perform minor maintenance repairs such
as changing light bulbs, worn sockets, replacing faucets, washers, toilet floats, and seats. As needed, may assist
the Building Maintenance Repairer. (1,2,4)
4. May assist roving staff to clean and maintain other parks and facilities within the district as needed; may operate 15%
a light motorized truck to transport staff, equipment and material. May move and haul benches, chairs, desks, tables, etc. May
care for truck as assigned by polishing, insuring timely servicing and safety checks. (1,2,4)

COMMENTS:
The new Kona Honl's/Waiaho Beach Park is one acre. It includes a restroom across
Ali'i Drive, ocean frontage, and parking areas. The additional maintenance activity
will require one 1/2T Park Caretaker I to provide the basic level of service and
maintenance. This position will be scheduled d hours per day, Thursday through
Monday. This position will care for both weekdays and weekends. During weekdays,
maintenance activities will be cleaning restrooms, blowing leaves, landscaping,
planting trees and grass for lawn areas, moving rocks, glass and other debris, mowing,
and weed eating. During weekend maintenance activities will include opening gates
of the park, removing trash, cleaning and sanitizing toile ts/restrooms, posting permits,
cleaning pavilions, maintaining grounds and completing reports.

authorized programs, basis for increased workloads, etc.):
Acquisition of a new park site, total of 1 acre. This area is called Hon'Is.
2. Can new duties be assigned to existing positions or handled in other way such as
short term contracts, etc.
With the additional work load and the need to raise maintenance standards due to
high visibility, the existing positions are not able to handle the increased duties
without additional manpower. Since maintenance will be on a permanent basis,
temporary appointments are not feasible.
3. How will new position increase the efficiency/effectiveness of operations? (Use
productivity measurements where possible.):
If will lessen the overload of work for the present staff and provide manpower to
accommodate maintenance and landscaping duties at this new park site.
A half-time Park Caretaker I will be located at Hon'Is, 20 hours per week for weekday
and weekend coverage.
4. Alternatives that were considered in lieu of new position. (Have technological
changes been considered?)
None. This one acre site requires one half-time Park Caretaker I. Employee will be
scheduled four hours per day, 5 days per week. There will be additional work to
develop and continue to make improvements such as landscaping, planting, caring
for native plants, designated parking areas that need constant attention on a daily
and regular maintenance basis.

Under the general supervision of the Parks Maintenance Supervisor IV and Park Caretaker II, this position provides for
the care and maintenance of parks and facilities in the Kona District from Old Airport Park to Milolii Park (includes of time
Honl's=aiaha Beach Park).

1. Cleans restrooms, pavilions, recreational facilities, parking lots and surrounding areas by sweeping,
scrubbing, mopping, raking, mowing, weeding, and hosing down; replaces and disposes of filled trash
bags. Operates a variety of hand and power tools (e.g. hand mowers, weedeaters, blowers, hedge
trimmers, etc.) to trim hedges, blow away debris, and cut grass on hills, banks, and lawns. Basically assigned at
Kona beach parks during weekends, but may rove to other parks as assigned during weekends and weekdays.

2. Operates a light motorized truck to transport personnel, equipment, rubbish, and materials; may occasionally
