Nlurashige, Laura
From: Lillian [Russellr004@hawaii.rr.com]

Sent: Saturday, March 18, 2006 8:56 AM

To: Harry Kim; Ikeda, Donald; Isbell, Virginia; Holschuh, Fred; Hoffmann, Pete; Arakaki, James;
Jacobson, Bob; Safarik, Gary; Pilago, K. Angel; Higa, Stacy; Council Testimony

Subject: Re: Hilu Hilu /Palamanui on Planning Committee Agenda in Kona
Dear Mr. Pilago.

Thank you for your message regarding Hilu Hilu. In it you say, among other

things, that "we (the council) do not expect developers to build all roads

and correct all infrastructure needs by themselves".
I beg to differ with you. In California, when communities are planned ,ALL

the infrastructure must be in place BEFORE any development of buildings

commences. Perhaps the local ,state and federal governments support the
infrastructure (Caltrans building on/off ramps to freeways) but it should be

the developer who is responsible for lining up all the ducks and complying

with the mandate the people have asked for. And we ask for it here. NO
BUILDING OF DEVELOPMENTS UNTIL ALL INFRASTRUCTURE....ROADS, FIREHOUSE,
SEWER, WATER, AND SCHOOLS ARE IN PLACE. THEN, AND ONLY THEN, CAN WORK
BEGIN ON THE DEVELOPMENT.
Too often we have seen what happens when developers build without
infrastructure in place. Take La'Aloa, Lako, the proposed KPC LLC....I
mean, offering a "road" without even owning the property. They must think
we just fell off the turnip truck. tt is time that Kona take back what is
rightfully theirs, the quality of life we had and the tax base that is
rightfully ours... It is time for the citizens of Kona to demand that
infrastructure be be in place BEFORE any building of anything commences. It
is time for the residents of the West Side of Hawaii to say NO MORE....
I am sorry that I have to work on 3/21!06. Please accept this as testimony.
Sincerely,
Lillian Fox
Original Message
From: <KAPILAGO@co.hawaii.hi.us>
To: <KAPILAGO@co.hawaii.hi.us>
Cc: <PHOFFMANN@co.hawaii.hi.us>
Sent: Friday, March 17, 2006 4:08 PM
Subject: Hilu Hilu /Palamanui on Planning Committee Agenda in Kona
> Aloha,
> On Tuesday, 3/21, Hilu Hilu Development will present it's plans for
> "Palamanui"
> This project is located below Makalei Estates and above the Kona Airport.
> Councilman Pilago and Councilman Hoffmann have stated the following:
> PALAMANUI (HILUHILU) DEVELOPMENT on Planning Committee's 3/21106 Agenda
> The pace of development in West Hawaii concerns all residents of
> the Big Island. Traffic (or the lack of an adequate road system) is
> topmost
> on our list of infrastructure deficiencies. We must also improve our
> health
> services, schools, parks and recreation facilities, have clean water, and
> proper waste processing. It is neither rational nor feasible for us as ~ •
> Council members to ignore these infrastructure shortfalls and expect them ~®nym, ~o,
> to Ref. 7~~,
> be resolved without recognition that all stakeholders must work
Rif.
