The Administration understands that the negative recommendation was made because Council Members felt that they needed more information before they could support the appropriation. We understand that the Council is trying to ensure that taxpayer dollars are being spent wisely. This letter is to provide you with additional information that will hopefully answer any questions you have so that you will better understand why thcse funds are needed. Bill 244 proposes to appropriate $1.2 million of the Solid Waste Fund's prior year fund balance for the following purposes, which are explained in more detail below: Repairs to Facilities -Hilo Transfer Station $ 550,000 Fuels and Lubricants 100,000 Building and Construction Materials-"Sliver Fi1P' 500,000 Waikoloa Village Curbside Study 50,000 1 200 000 Repairs to Facilities - $550,000 Until the construction of the reload facility is completed, the Hilo Transfer Station must continue to accept household rubbish.
