Should be called Pileo'manure. <br /> Charles Schwab is making out like a bandit. His so-called "contribution" of a mauka makai <br /> connector only servers to enhance the accessibility of his subdivision. In fact, without it, the <br /> subdivision would have no access. So he has to build that road anyway. Therefore it is NOT a <br /> contribution. And then the so-called university site. Plans call for the university turning the <br /> buildings back over to Schwab when they build the permanent university. So he will end up <br /> not having to pay for anything that helps the entire community. I also read today that the <br /> State would prefer to put the university closer to town on land that will be donated by <br /> someone else. <br /> The issue here is roads. My testimony is that all developers must make contributions to the <br /> roads. I don't know how to figure how much would be appropriate, but on the mainland I <br /> know that many areas charge about $20,000 per development lot and another $20,000 to the <br /> person applying for a building permit on the lot in the future. That's a total of $40,000 per <br /> lot. On the mainland they use the money for schools, which isn't a bad idea, but I think it <br /> should be used for roads. In the case of the Schwab development, he should contribute to <br /> the cost of making the highway between the airport and his subdivision into two lanes in each <br /> direction. Or it might be better us use the the money to make the highway four lanes from <br /> town to the airport. I know this is a state highway, but this is the road his subdivision is going <br /> to impact. <br /> I also think he should not be allowed to even start clearing the land until the four lane <br /> highway is completed out to his subdivision all the way from town.
