~w <br /> <br /> COUNTY OF HAWAII STATE OF HAWAII <br /> •,»•oi•Mi? <br /> RESOLUTION NO. <br /> (Draft 2) <br /> <br /> RESOLUTION SUPPORTING FINANCING OF THE PLANNING, DESIGN AND <br /> <br /> CONSTRUCTION OF THE WASTE REDUCTION FACILITY IN EAST HAWAII <br /> <br /> UTILIZING THE DESIGN-BUILD-OPERATE PROCUREMENT PROCESS <br /> WHEREAS, the Council of the County of Hawaii requested that the Administration <br /> <br /> proceed as expeditiously as possible with the selection of a Waste Reduction Facility technology <br /> <br /> to replace the South Hilo Landfill which is nearing capacity; and <br /> WHEREAS, the Department of Environmental Management has been working with the <br /> Finance Department to issue a Request for Proposal for aDesign-Build-Operate Waste <br /> <br /> Reduction Facility in East Hawaii since June 2005; and <br /> WHEREAS, it is anticipated that the Waste Reduction Facility will be constructed <br /> adjacent to the South Hilo Landfill; and <br /> WHEREAS, construction of the Waste Reduction Facility would reduce the East <br /> Hawaii waste stream considerably and would produce a fractional amount of residue that must <br /> be sent to the South Hilo Landfill; and <br /> WHEREAS, the Waste Reduction Facility could be operated in conjunction with a <br /> material recovery facility to extract recyclable materials from the feedstock; and <br /> WHEREAS, the Waste Reduction Facility could be configured to produce electrical <br /> power; and <br /> WHEREAS, although the County has considered public financing for the planning, <br /> design and construction of the Waste Reduction Facility, the County may require the Design- <br /> Build-Operate contractor to provide private financing should a less proven technology be <br /> selected; and <br /> WHEREAS, although the funding method to finance the planning, design and <br /> construction of the Waste Reduction Facility technology is undetermined at this time, the <br /> Council of the County of Hawaii wishes to show its financial commitment to and support for the <br /> Waste Reduction Facility in East Hawaii. <br /> NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE COUNTY <br /> OF HAWAII that the County Council or the Administration may bring forward, prior to final <br /> selection of the Waste Reduction Facility Design-Build-Operate contractor, a funding method to <br /> finance the planning, design and construction of the Waste Reduction Facility in East Hawaii. <br /> <br />
