Higa <br /> and Members of the Hawaii County Council <br /> County of Hawaii <br /> Hilo, Hawaii 96720 <br /> <br /> RE: A resolution requesting the Mayor and his Administration to expedite the planning and <br /> design of necessary vehicular and pedestrian safety improvements on that portion of Ali`i <br /> Drive beginning one block north of the Kamehameha III Road and extending south for <br /> one mile to Phase One of the Hokuli`a Bypass. <br /> <br /> For your consideration, I have prepared a resolution requesting that the Mayor and his <br /> Administration expedite the planning and design of necessary vehicular and pedestrian safety <br /> improvements on that portion of Ali`i Drive from one block north of the Kamehameha III Road <br /> and extending south for one mile to Phase One of the Hokuli`a Bypass. <br /> <br /> When the Hokuli`a Temporary Bypass Road opens, there are going to be hundreds of <br /> "additional" vehicles using this stretch of road, approximately one-half mile long, that have <br /> never been included in any planning or assessments for future increased vehicular traffic. Since <br /> the Hokuli`a lawsuit has entered into a "Settlement Agreement", this temporary Bypass, and <br /> eventually when completed, the permanent Bypass, is going to attract the drivers of hundreds of <br /> vehicles per day as a "short-cut" to and from home and work. <br /> <br /> The Mayor has requested that the permanent Bypass Road be a "scenic corridor". <br /> <br /> The "Keauhou Outreach Group" has been meeting since 2002, realizing then that there was <br /> going to be a "new" road to the Hokuli`a Development plus a new Ali`i Parkway. While the <br /> Ali`i Parkway has not yet materialized, it is just a matter of time before it does. The reality is- <br /> the Hokuli`a Temporary Bypass may be already available since there is a route that was used by <br /> trucks while the golf course was being built.
