To -County Council <br /> From -Ginger Towle, President, West Hawaii Humane Society <br /> Subject -Hawaii Island Budget Request <br /> Specifically -Salaries <br /> Concerns -When has the police department decided to make H.I.H.S, one of their departments? <br /> The animal control contract is just that...a contract with the county. The police department oversee <br /> the enforcement. Or so I thought! <br /> The past 2 years the police administration has taken it upon themselves to cut the humane society budget <br /> without even calling Josie Morgan the Executive Director. This is rude, unprofessional and uncalled for <br /> behavior. <br /> I was one that possibly was most influential in asking that the police department to take over handling <br /> the animal control contract. The finance department is not a law enforcement agency and had difficulty in <br /> answering complaints regarding animal control problems. It seemed logical, and reasonable, to me that <br /> this would be more appropriately handled and much better by the police department. They would know <br /> the laws and also the need to have professional animal control officers. What if the police paid their <br /> officers $9.50 per hour? <br /> <br /> The humane society submits their budget and it is up to the council to make the decision on what is <br /> allocated. Or so I thought? <br /> I would ask that the animal control officers be given even more per hour than Ms. Morgan requested. If <br /> the council needs more info on how she arrived at the final figure of her total salary budget just ask her to <br /> itemize. If the council wants to add requirements for animal control officers just spell them out.
