Angel <br /> Subject: Bill 123, KPC -OPPOSITION STATEMENT <br /> I am submitting testimony in strong opposition of Bill 123, or any bill, that would re-zone a property to allow <br /> increased density within the Kona District at this time. <br /> Two years ago, road rage incidents were almost unseen in the Kona district...now, lobserve incidents almost on a <br /> daily basis. There is no doubt that the Council is also well aware of this change as the current County <br /> Newsletter features an article about road rage and one of it's primary causes -the frustration of driving in high- <br /> density traffic areas. <br /> <br /> This past weekend a single power pole went down on Palani Road causing a gridlock all day on the roads <br /> <br /> throughout the Kona district. Imagine what would happen if we were hit by a significant state of emergency. <br /> Evacuation would be impossible, and the risk of loss of life and injury would be significant. <br /> <br /> There is no doubt, any decision to increase density at this time would be unconciousable. <br /> I own and operate a small business on Alii Drive, and I have noticed a significant drop in my local business during <br /> this past year. I believe it is for the same reasons that I no longer come to town to shop our local <br /> businesses...traffic congestion and lack of parking. <br /> On a daily basis, I am also hearing from our regular visitors that they are unhappy with the changes they have <br /> seen since their last visit. They are considering other places for their vacations in the future. It appears we are <br /> transitioning from our regular, return visitor to a mass, one-time visitor industry, and it is not a positive change for <br /> our environment or quality of life. <br /> I firmly believe that giving any serious consideration to any changes in real property zoning that would allow <br /> increased density within the Kona District is irresponsible and short-sighted.
