No. 726/Bill No. 238 <br /> PLACE: Sheraton Keauhou Bay Resort and Spa <br /> TIME: 10:00 a.m. <br /> Council Chair and Members <br /> Hawaii County Council <br /> Hilo, Hawaii 96720 <br /> Your Committee on Finance, to which was referred Bill No. 238, reports as follows: <br /> Bill No. 238, transmitted by Director of Personnel Michael R. Ben, via Communication No. 726, dated <br /> February 17, 2006, amends Article Vll, Chapter 1, of the Hawaii County Charter (2000), relating to the <br /> Department of Civil Service. <br /> This measure proposes to change the name of the Civil Service Commission to the Merit Appeals Board; <br /> changes the name of the department from Civil Service to the Department of Human Resources; the title <br /> of Director of Civil Service to the Director of Human Resources; and the title of the Deputy Director of <br /> Civil Services to the Deputy Director of Human Resources. <br /> Passage of Act 253 SLH 2000 (Civil Service Reform Act) effectively eliminated all the functions of the <br /> Civil Service Commission and transferred its powers to the Director. The duties of the newly created <br /> Merit Appeals Board solely pertain to hearing appeals from certain actions taken by the Director, the <br /> Mayor or other appointing authorities. <br /> Pursuant to Article XV, Section I S-1 (a) of the Hawaii County Charter, amendments or revisions of the <br /> charter may be initiated by ordinance of the council adopted after three readings on separate days.
