MtV os N,4 <br /> IY~i <br /> COUNTY OF HAWAII STATE OF HAWAII <br /> 'c <br /> 4i~ a~•N~M <br /> RESOLUTION NO. 323 06 <br /> <br /> A RESOLUTION TRANSFERRING/APPROPRIATING AN APPROPRIATION OUT <br /> AND FROM THE DESIGNATED FUND ACCOUNT(S) AND CREDITING SAME TO A <br /> DESIGNATED FUND ACCOUNT(S) <br /> WHEREAS, substance abuse in the County of Hawaii has led to an array of <br /> dramatically devastating effects such as but not limited to the destruction of families, <br /> incarceration of citizens for extended periods, violent and debilitating crime and physical and <br /> mental health issues for substance abusers and their families; and <br /> WHEREAS, the efforts of the Police Department, the Office of the Prosecuting <br /> Attorney, substance abuse treatment centers and other such organizations have had a positive <br /> impact towards the reduction of substance abuse; and <br /> WHEREAS, these efforts have been aided by such County ventures as the "Healing Our <br /> Island" grant program overseen by the Office of the Mayor and the Department of Research and <br /> Development; and <br /> WHEREAS, the "Healing Our Island" philosophy is to attack the problem of substance <br /> abuse at the community level by getting individual communities involved in community anti- <br /> drug events; and <br /> WHEREAS, between 2003-2005, over 100 grants were awarded through the "Healing <br /> Our Island" program providing a net benefit towards the reduction of substance abuse; and <br /> WHEREAS, the Office of the Mayor believes these efforts need to be intensified at this <br /> point to bring about the desired effect of dramatically reducing substance abuse in the County of <br /> Hawaii; and <br /> WHEREAS, the Office of the Mayor is in concurrence that these monies will be <br /> transferred for the explicit purpose of purchasing the equipment and materials required to expand <br /> the "Healing Our Island" effort through increased community events and availability of <br /> resources the community has at their disposal. <br /> <br />
