MtV os N,4 IY~i COUNTY OF HAWAII STATE OF HAWAII 'c 4i~ a~•N~M RESOLUTION NO. 323 06 A RESOLUTION TRANSFERRING/APPROPRIATING AN APPROPRIATION OUT AND FROM THE DESIGNATED FUND ACCOUNT(S) AND CREDITING SAME TO A DESIGNATED FUND ACCOUNT(S) WHEREAS, substance abuse in the County of Hawaii has led to an array of dramatically devastating effects such as but not limited to the destruction of families, incarceration of citizens for extended periods, violent and debilitating crime and physical and mental health issues for substance abusers and their families; and WHEREAS, the efforts of the Police Department, the Office of the Prosecuting Attorney, substance abuse treatment centers and other such organizations have had a positive impact towards the reduction of substance abuse; and WHEREAS, these efforts have been aided by such County ventures as the "Healing Our Island" grant program overseen by the Office of the Mayor and the Department of Research and Development; and WHEREAS, the "Healing Our Island" philosophy is to attack the problem of substance abuse at the community level by getting individual communities involved in community anti- drug events; and WHEREAS, between 2003-2005, over 100 grants were awarded through the "Healing Our Island" program providing a net benefit towards the reduction of substance abuse; and WHEREAS, the Office of the Mayor believes these efforts need to be intensified at this point to bring about the desired effect of dramatically reducing substance abuse in the County of Hawaii; and WHEREAS, the Office of the Mayor is in concurrence that these monies will be transferred for the explicit purpose of purchasing the equipment and materials required to expand the "Healing Our Island" effort through increased community events and availability of resources the community has at their disposal.
