MfY or M~ <br /> .u4, <br /> <br /> COUNTY OF HAWAII STATE OF HAWAII <br /> h~O~~M~+ <br /> RESOLUTION NO. ~w8 ~6 <br /> A RESOLUTION TRANSFERRING/APPROPRIATING AN APPROPRIATION OUT <br /> AND FROM THE DESIGNATED FUND ACCOUNT(S) AND CREDITING SAME TO A <br /> DESIGNATED FUND ACCOUNT(S) <br /> WHEREAS, substance abuse in the County of Hawaii has caused devastating effects to <br /> the families, incarceration of citizens for extended periods, violent and debilitating crime and <br /> staggering physical and mental health issues for substance abusers and their families; and <br /> WHEREAS, it is difficult for families, communities, and the public to take action against <br /> signs of substance abuse without the right information; and <br /> WHEREAS, the first step to empower people to take action is to provide them with <br /> information; and <br /> WHEREAS, the County of Hawaii, through the Office of the Mayor, proposes to expand <br /> support for initiatives that inform the public about substance abuse by providing opportunities for <br /> increased community-building activities; and <br /> WHEREAS, the County of Hawaii, through the Office of the Mayor, proposes to expand <br /> support for community-building anti-drug events held across the island; and <br /> WHEREAS, these anti-drug events are typically family-oriented and message-driven events <br /> that inform the public about substance abuse while simultaneously celebrating healthy families and <br /> communities; and <br /> WHEREAS, the Office of the Mayor proposes to purchase an inventory of equipment and <br /> supplies that appeal to children and families, to be accessed for use by community groups at their <br /> community-building anti-drug events; and <br /> WHEREAS, the proposed project aims to enhance and expand a successful approach of <br /> building healthy, drug-free, informed communities., to combat the growing substance abuse problem <br /> in Hawaii County. <br /> <br />
