MfY or M~ .u4, COUNTY OF HAWAII STATE OF HAWAII h~O~~M~+ RESOLUTION NO. ~w8 ~6 A RESOLUTION TRANSFERRING/APPROPRIATING AN APPROPRIATION OUT AND FROM THE DESIGNATED FUND ACCOUNT(S) AND CREDITING SAME TO A DESIGNATED FUND ACCOUNT(S) WHEREAS, substance abuse in the County of Hawaii has caused devastating effects to the families, incarceration of citizens for extended periods, violent and debilitating crime and staggering physical and mental health issues for substance abusers and their families; and WHEREAS, it is difficult for families, communities, and the public to take action against signs of substance abuse without the right information; and WHEREAS, the first step to empower people to take action is to provide them with information; and WHEREAS, the County of Hawaii, through the Office of the Mayor, proposes to expand support for initiatives that inform the public about substance abuse by providing opportunities for increased community-building activities; and WHEREAS, the County of Hawaii, through the Office of the Mayor, proposes to expand support for community-building anti-drug events held across the island; and WHEREAS, these anti-drug events are typically family-oriented and message-driven events that inform the public about substance abuse while simultaneously celebrating healthy families and communities; and WHEREAS, the Office of the Mayor proposes to purchase an inventory of equipment and supplies that appeal to children and families, to be accessed for use by community groups at their community-building anti-drug events; and WHEREAS, the proposed project aims to enhance and expand a successful approach of building healthy, drug-free, informed communities., to combat the growing substance abuse problem in Hawaii County.
