The parcel was the subject of a reconnaissance survey in 1970 and 1971 <br /> as well as a ]991 National Park Service Study, which study identified remains of an <br /> agricultural field system up to the 3,500-foot elevation. <br /> • Conditions are being imposed to address potential adverse visual impacts clearing the <br /> property for home sites and agricultural uses may have upon upland forest chazacter, <br /> as well as to preserve the forest corridor along the roads of Kaloko Mauka <br /> Subdivision. Also recommended is a condition to restrict construction of second <br /> dwellings on each lot, preparation of a conservation plan for each lot and a "fair <br /> share" contribution to mitigate any potential impacts. <br /> • Requisite of the Planning Director's favorable recommendation for the Change of <br /> Zone request, are twelve conditions contained in Bill No. 228 that are necessary to <br /> prevent circumstances that may be adverse to public health, safety and welfare as <br /> well as are reasonably conceived to fulfill the needs of the public. <br /> At the Apri14, 2006 Planning Committee meeting, public testimony was received from Jcel <br /> Gimpel representing the Kona Traffic Safety Committee. Mr. Gimpel disagreed that the subject <br /> rezoning would have minimal impacts upon traffic conditions in the Kaloko Mauka area. Mr. <br /> Gimpel also stated that the community is entitled to an accounting of "fair share" contributions to <br /> date, to know when the Kaloko Drive/Mamalahoa Highway intersection improvements will begin <br /> and who will construct these improvements. Mr. Gimple concluded that the cumulative impacts <br /> of past and upcoming rezonings in the Kaloko Mauka Subdivision have not been adequately <br /> addressed and cautioned against any further rezoning approvals in this area. <br /> Planning Committee Chair Pilago asks Vice Chair Pete Hoffmann to conduct the meeting and <br /> called the applicant's representative Greg Mooers to provide an update summary of applicant's <br /> request. Mr. Norman Hayashi, representing the Planning Department, was also present. <br /> Mr. Mooers gave a summary that the request is consistent with prior Council resolutions with <br /> regard to the 10-acre minimum lot size in Kaloko Mauka Subdivision. He also noted the <br /> Planning Commission and Planning Department's favorable recommendations for approval. Mr. <br /> Mooers said that despite the fact there is approximately $400,000 collected from fair share <br /> assessments attributable to rezonings in Kaloko Mauka Subdivision, there is probably another <br /> $110,000 From the approximately eleven pending rezoning applications. Mr. Mooers stated that <br /> improvements to the Mamalahoa Highway/Kaloko Drive intersection is not happening and that <br /> despite Department of Transportation's comment that this particular intersection is inferior, the <br /> State has not stated any clear mechanics to design the intersection project nor is it willing to fund <br /> the improvements. <br /> Committee Chair Pilago stated that as accelerated rezonings in this subdivision have come <br /> through to date, certain land use patterns have been established and he cautioned that the further <br /> we move along and approve these applications, the more difficult will it be to correct. Mr. Pilago <br /> suggested holding off on further rezonings in Kaloko Mauka Subdivision until the Kona <br /> Community Development Plan is validated. Mr. Pilago stated that current traffic problems and <br /> much needed infrastructure improvements need to get better first and urged denial of the <br /> application for the greater public good. <br /> PC REPORT NO. 57 <br /> <br />
