BACKGROUND AND JUSTIFICATION (USE ADDITIONAL SHEETS AS NEEDED): <br /> <br /> The 2005 Legislature appropriated monies to the Disability and Communication Access Board (DCAB) to <br /> fund the cost of the disabled Persons Parking Placard Program. Alloted amounts for each county was based <br /> on a percentage distribution by island county based upon number of placards issued.
