Hawaii 96720 <br /> <br /> May 1, 2006 <br /> <br /> The Honorable Harry Kim <br /> Mayor, County of Hawaii <br /> 25 Aupuni Street <br /> Hilo, Hawaii 96720 <br /> <br /> Dear Mayor Kim: <br /> <br /> Enclosed for your review and recommendation is a bill amending Ordinance No. 05-87, the <br /> Capital Improvement and Financing Budget for Fiscal Year 2005-06 by appropriating $22,950.00 to be <br /> expended on playground equipment for the Laupahoehoe Park. <br /> <br /> This proposed addition of funds to an existing Capital Improvement Fund (Play Equipment <br /> Upgrade) will allow the Department of Parks and Recreation to procure playground equipment that will <br /> be implemented at the Laupahoehoe Park via community volunteers that have acted as and have <br /> committed to act in the future as Friends of the Park. <br /> <br /> Currently, Laupahoehoe Park is devoid of any recreational opportunities for people that wish to <br /> utilize this park's pristine environment. The community supporting this park has dedicated significant <br /> resources towards the improvement of this park. I would like to provide fiscal assistance through District <br /> 1's Contingency Relief Account in an effort to contribute towards the goals and vision of this <br /> community group. <br /> <br /> Specific improvements to be funded by this bill include the following: <br /> <br /> 1. Procurement of playground equipment, including materials required to prepare the site for <br /> implementation of the equipment that is purchased through this fund allotment as well as <br /> future equipment purchased through other means. <br /> <br /> 2.
