Stacy Higa and County Council Members <br /> 25 Aupuni Street <br /> Hilo, Hawaii 96720 i ] ~ <br /> <br /> To Stacy Higa and all other County Council Members, <br /> Regarding the upcoming hearing at the Council on May 16th reg'a'rding the changes <br /> in the animal control laws; <br /> As a long time member of advoCATS, Inc. I am against the new proposed ruling that <br /> cats should have to wear collars. Cats are frequently crawling and jumping through <br /> dense plant growth and can get caught up and strangle themselves. <br /> I am also against the fact that cats from feral cat colonies may be subject to <br /> penalties or boarding fees if it gets turned in to the humane society. People on <br /> occasion will pick up one of the cats and turn it in not realizing it belongs to an <br /> established colony, or that it has been spayed, neutered and fed by advoCATS <br /> members. <br /> The service that both advoCATS, Inc. and West Hawaii Humane Society do in spaying <br /> and neutering these cats is a contribution to the community. This is an all volunteer <br /> program and we should not be subject to any penalties.
