Overall, these changes are onerous and untimely. <br /> 1) The County appears to be consistently going at cross-purposes to itself since Octobet05. <br /> Since that time, the community and consultants hired by the county have been working <br /> diligently and in the spirit of aloha and optimism to create a Community Development Plan. <br /> Meanwhile, the Planning Director and others of the administration have been recommending <br /> approval after approval of subdivisions and rezonings. And now these changes to the <br /> subdivision code are being recommended... all before the imminent completion of the CDP. <br /> This is not only undermining any chances of improving land use planning for our county but, <br /> more important, it is increasingly destroying the face of government and the hope for <br /> democratic process to succeed on our island. Is this what our leaders really want for our <br /> communities, and for themselves, their future, and their 'ohana? <br /> 2) These changes will significantly limit public control over their land use planning destiny <br /> when the exact opposite is what is called for. Without legal recourse, the public will have <br /> to accept the Planning Directors decision on subdivision rulings. How can this be considered <br /> part of the democratic process, especially when the Planning Director is an unelected <br /> official and when there is so much at stake for residents, the 'aina, local economy, and even <br /> those who visit our state? <br /> While so many more pressing land use issues face our county, members of this committee need <br /> to join with Councilman Pilago to recommend that proposals for increased power of the <br /> Planning Director be tabled indefinitely, especially in relation to subdivision approval. <br /> Mahalo for your consideration of my views on this urgent matter. <br /> Best regards, <br /> Janice Palma-Glennie <br /> <br /> <br /> <br /> Comm.
