This seems to be to be <br /> an opportunity to do something extraordinary that benefits regular people. As I read it, the plan is to <br /> build a "community". Not a gated collection of vacation homes, but a community that average people <br /> can call home. <br /> There are two issues that come to mind; <br /> The first is roads. Who pays for them and when do they go in? <br /> I think that the County's long term stance that the County doesn't build roads, developers do is <br /> shortsighted and wrong. The developers should pay for all of the roads and infrastructure within the <br /> development. This seems fair in that the people within the development will be the main beneficiaries <br /> of these roads. The feeder and connector roads are I believe the primary responsibility of the County <br /> <br /> because the county residents will over time use these roads far more than the residents of any given <br /> development. The developers and relevant government entities should share in these costs. <br /> 1 understand the argument that the County doesn't have money to build roads and that theoretically the <br /> <br /> developer is bringing in more people to the area therefore the developer should pay for the roads. This <br /> sounds more like the County dodging it's responsibility to the citizens than actual long term planning. If <br /> <br /> the developer has to pay for the roads in total, the costs are passed along to the purchasers in the form of <br /> higher house prices. Over a short span of time, this drives the price of a home incredibly high. <br /> As to when the roads should go in? I think they should be started at the same time construction begins <br /> on the development. <br /> The second issue is whether or not the University is connected to this development? 1 think that <br /> although the Council cannot dictate to the University where they should build a campus, it is important <br /> <br /> that the Council tell the University that the County of Hawaii would like the West Side campus to be <br /> <br /> built adjacent to the Palamanui development as initially planned.
