A representative of the County <br /> <br /> stated that the current master plan for Kona is to locate all development as close to the town center as passible, <br /> and therefore the County is in favor of the site below Kealakehe high school. <br /> Kona is currently extremely congested for two hours in the morning and two hours in the evening. If we continue <br /> <br /> to keep development close to the town center, we will add to the congestion. I think the County position is wrong, <br /> and I will encourage organizations such as the Hawaii Leeward Planning Committee to address this issue with the <br /> County. Long term planning should envision moving development away from the center of town to remove the <br /> congestion. <br /> Another issue is adequate roads. As mentioned above, the Kona area is already heavily congested. We need <br /> more roads -main highways and connector roads. The Palamanui development will complete a connector road <br /> from Kaiminani to Palamanui, creating another road to help alleviate traffic. Also, Palamanui will have a market <br /> and a gas station, making it much mare convenient for those living close to Kaiminani to use the mid level <br /> connector road to drive to Palamanui for shopping and for gas. This helps alleviate traffic moving from the airport <br /> area toward town. <br /> In addition, the Palamanui development will work toward creating an additional connector road from the Upper <br /> highway to the Lower highway. This creates an alternative to using Kaiminani or Hinalani, removing congestion <br /> from those roads. <br /> This is a great opportunity to move significant traffic out of downtown Kona, get a new and much improved <br /> location for the Univ of Hawaii /Community College within 2 - 3 years, and create several additional roads to help <br /> alleviate traffic congestion. <br /> Pete Petersen <br /> 66-1519 Kawaihae Road <br /> Kamuela, HI 96743 <br /> Comm.
