Angel
Subject: Palamanui Subdivision
Aloha Angel,
As someone who drives the "trail of tears" between the airport and Kailua village daily
between three and five p.m., I would strongly encourage reconsideration of this entire
subdivision, with or without the Community College campus as either a permanent or
temporary facility. This is rapidly becoming a nine-mile long concrete parking lot and
ANY new development on that corridor is jut insane.
And if anyone thinks a mauka-makai connector road is going to ease that situation they
should see what is happening already in the afternoon on upper Palani Road. Already,
frustrated drivers are climbing up the Palisades road and Hinalani to attempt to get back
into town from above rather than below. Palani can back up for 2-3 miles from the
Hinalani junction during this p.m. overload.

Now, frustrated drivers are racing from the tail end of that back-up to the front end on
the one lane piece of the old Mamalohoa highway that parallels a portion of Palani. They
race down this narrow, winding stretch at breakneck speeds hoping to do better on this
"secret route" to the front of the line. It is just a matter of time before pets or
children or both get hit as a result of this traffic frustration.
Infrastructure is killing us in Kona and adding more housing on the most overloaded
stretch of roadway in West Hawaii is just nuts. I know that the county is dealing with
the rich and the powerful here (Charles Schwab -the rich and the powerful Community
College lobbyl but it is the people of this community who have to live with these
decisions, not the Community College or Mr. Schwab.
I would hate to see county government develop a "by the rich and for the rich" philosophy
instead of a "by the people and for the people" point of view.
I believe we are at a serious crossroads on the Big Island. We need to quit worrying
about development for a while and focus all of our energy, attention and resources on
infrastructure. If we don't, there are going to be a lot of people who simply will not
wish to live here any longer.
Michael Galvin
Comm. No. ~87 • S 7
+ a f. To: ~iwa ~
,.~f.
