Those of us who care for our pets do put <br /> collars on them with identity tags and bells, but it should not be mandatory <br /> because so many cats have been abandoned by their former owners. <br /> Cats from feral cat colonies should not be subject to penalties or boarding fees if <br /> it gets turned in to the humane society. People on occasion will pick up one of <br /> the cats and turn it in not realizing it belongs to an established colony. <br /> The service to the community that both Advocats and West Hawaii Humane <br /> Society do in spaying and neutering these cats is a contribution to the community. <br /> This is an all volunteer program and they should not be subject to any penalties. <br /> We are trying to-take care of a problem caused by our residents who are <br /> irresponsible and lack the courage to take unwanted pets to the humane society. <br /> Thank you - <br /> <br /> ~~ti~, <br /> Denise Towle <br /> Comm.
