Animal Control

Chairman Higa and Members of the County Council

Page 2, 10 minutes is too short a time for a dog to be barking before fining the owner. Add language if dog was
provoked, teased or protecting property. change time to 20 minutes.

page 3; building code requirements dont belong here , delete section 4-7 (b).

page 4; Limits on the number of animals. Raising animals is a legitimate use of ag land, set limits for residential
areas if you feel the need but not for ag land.
page 6, License fees are once again too high. I suggest a raise no more than double current fees. If the idea is to
raise money for a spay neuter program add in a cat license. This should about double the number of licensees
and fees. Cat owners use about 80% of the low cost spay neuter coupons and as a dog owner I'm tired of
subsidising them. I have tried to get coupons only to be told no more all out.
Thank you for your time,

Matt Hoeflinger
President Pig Hunters Of Hawaii
HCR 2 Box 6445
Keaau HI 96749
808 966-4876

Comm.
