The private developer can only work within its <br /> property to provide roads while government CAN ACQUIRE LAND FOR NEEDED <br /> ROADWAY CORRIDORS FOR THE PUBLIC BENEFIT THROUGH ITS POWER OF <br /> EMINENT DOMAIN. <br /> After the approval of this project and the eventual subdivision of the property, the <br /> Salvation Army can then complete Its needs assessment, planning and capital campaign, <br /> and finally enter into a binding contract for the purchase of the property.
