The present process <br /> is fair and responsible. The Planning Department has not abused the authority it has assumed. Requiring the <br /> amount of information that is represented by the present letter of the law would not enhance the decision making <br /> ability of the Planning Department or the Council, but will require vast amounts of additional money spent by <br /> Developers upfront before the actual public input is received. This would actually have the opposite effect the <br /> opponents of this measure intend by causing Developers to be more heavily invested, both economically and <br /> emotionally in the plans presented prior to input both from the County agencies and the public. This new <br /> interpretation would also specifically have a negative impact on all but the very largest developers since the <br /> upfront costs could far out way their ability to obtain financing for the 'soft costs' required under the new <br /> interpretation. <br /> I urge the Council to support Bill 246. <br /> Mahalo for your consideration. <br /> Respectfully <br /> Gerald A.
