<br /> <br /> <br /> <br /> <br /> <br /> May 1, 2006 <br /> <br /> <br /> Subject: Testimony in Support of Bill 246 proposed by the Planning Director. <br /> <br /> <br /> <br /> Aloha Chairman Higa and County Council Members: <br /> <br /> This note is sent in strong SUPPORT of the Planning Director's proposed Bill No. 246 <br /> amending Chapter 23 of the Hawaii County Code. I have read the proposed amendment <br /> which I find makes great sense and I have also read some of the comments from those <br /> opposed to it and conclude that either they do not understand the subdivision process, or <br /> are pretending that this is the case. <br /> <br /> The proposed amendment from Mr. Yuen will IN NO WAY reduce County requirements <br /> for subdivision, nor does it limit oversight or public input where this is appropriate. It <br /> merely makes the whole process more effective and thus is very much in the best <br /> interests of both the public and private sector. <br /> <br /> We have a democratically-elected Council and they approve all the administration's <br /> appointments. If the main the opposition who would attempt to intimidate the Council <br /> and public officials over this matter are "self-appointed" it would appear that narrow, <br /> self-interest and financial gain are possible motivations. <br /> <br /> The Council is elected to govern through their appointed officials and they should do this <br /> as appropriate, consulting with their constituents where needed, but not being directed by <br /> them. <br /> <br /> I urge you to allow the Planning Director to fulfill his job obligations and ask that you <br /> provide full support and approval of this Bill. <br /> <br /> Very truly yours, <br /> <br /> <br /> <br /> R.
