The Planning Department has not abused the <br /> authority it has assumed. Requiring the amount of information that is represented by the <br /> present letter of the law would not enhance the decision making ability of the Planning <br /> Department or the Council, but will require vast amounts of additional money spent by <br /> Developers upfront before the actual public input is received. This would actually have the <br /> opposite effect the opponents of this measure intend by causing Developers to be more <br /> heavily invested, both economically and emotionally in the plans presented prior to input both <br /> from the County agencies and the public. This new interpretation would also specifically have a <br /> negative impact on all but the very largest developers since the upfront costs could far out way <br /> their ability to obtain financing for the 'soft costs' required under the new interpretation. <br /> <br /> <br /> I urge the Council to support Bill 246. <br /> <br /> <br /> M.
