The Planning Director has requested these changes to address a recent
court decision that determined that the Planning Department has not correctly processed
subdivision applications for approximately the last forty years.

Since Mr. Yuen has given the details regarding these changes, I will not reiterate them
here. However, I do want to pledge our membership's support as the proposed changes
do not eliminate any of the critical steps that protect the public while completing the
subdivision process, but simply structure the order of events to maximize efficiency.

I know that there are some individuals who do not want this to pass, but their reasoning is
based upon the governmental process being as inefficient as possible as a means of
stopping growth. While you can debate the affects of growth, it should be each of your
responsibilities to promote County government to be as efficient and effective as it
possibly can be. The proper forum for discussing the merits of growth should be at the
General Plan, Zoning, and Rezoning level.

Thus, I urge you to support this bill and a more efficient County government.

Sincerely,

Robert G.
