<br /> <br /> <br /> <br /> <br /> <br /> I am recommending that this Council find a permanent remedy, to the problem <br /> of flooding on Kamehameha Avenue, before the beautiful Hilo Bay restoration <br /> is started. <br /> <br /> 2. Councilman Higa brought another issue that should be addressed. The debris that <br /> accumulates on Bay Front Highway, each and every time, a Storm Surge occurs. <br /> Removal of all debris is initiated by the County or State before the roadway is <br /> opened to the Public. What is the Cost to taxpayers for each and every debris <br /> cleanup that was initiated on the Bay Front Highway? Why isn't a permanent <br /> solution found to this problem? Solutions are available. There are Towns and <br /> Villages in other Countries, that face this issue on a yearly basis, and they have <br /> found a way to resolve this problem. Surge conditions for these people do not <br /> decrease their way of living or their livelihood. In fact, the Surge Protection <br /> Barrier provides a haven for the smaller living organism and fish population. It <br /> increases the potential for a larger population of fish to survive from the larger <br /> Ocean predators. A haven for Octopii and lobsters could become a possibility. <br /> Hawaii County needs to increase their limited vision and use the best available <br /> Technology in the World, instead of making continual excuses, for their inability <br /> to create a reduced tax burden for the populace. <br /> <br /> I am recommending that this Council find a permanent solution to the Surge <br /> Problem before the Hilo Bay Restoration project is initiated. <br /> <br /> If both of these issues were prioritized and completed prior to the Hilo Bay <br /> Restoration project, the end result would be a beautiful Hilo Bay, with a beautiful <br /> background to the immediate area, NOT REQUIRING THE ADDITIONAL CLEAN UP <br /> OR ADDITIONAL COST TO THE TAXPAYER, to maintain its natural beauty. <br /> <br /> There are other issues that may require attention at a later date.
