May 12, 2006

Stacy K. Higa, Chair
Hawaii County Council
25 Aupuni St. Hilo, Hi

Dear Mr. Higa:

I would like to respond to Bill 268, an ordinance to initiate a Charter amendment to
Article III, Section 3-7, of the Hawaii County Charter (2000) relating to meetings. The
Bill provides for Council meetings to be held in West Hawaii on even-numbered months.

Should this Bill pass the Council, there would be equal amount of meetings held
throughout the year between the East and West side of the island. I disagree with this
proposal and ask you to please vote against it.

The city of Hilo is the main base of county government. Hilo is definitely where the
majority of services in all branches of government can be found. Also, the focus of
attention lies here. Let's keep it here.

More people on the East side show up at these meetings, and furthermore, there is video
conferencing in Kona and Waimea to accommodate people on the West side. As the
saying goes, "If it ain't broken, don't fix it."

Aloha,

ai

Mapu Waipa,
Hilo, Hawaii

Comm.
