The problem is that the code has not been enforced. As it stands, the code <br /> protects the public's rights to the cultural and natural wealth of this island. As amended, it <br /> deprives the public of the transparency and the consistency needed to wisely participate in <br /> HawaiTs inevitable change. Finally, it further empowers the position of Planning Director.
