It is not a <br /> mindreader. It should not rely on hearsay or promises but on direct testimony, the written record, and <br /> fully bonded and indemnified issues of fact. <br /> <br /> The law was written specifically to provide for complete information; it should be honored. To find a <br /> way to weasel around sound legal statutes is to invite trouble and, all too often, corrective action at the <br /> County's expense.
