(4) Applicant's obligation will be to design and build Road "4" to applicable rural road standazds (12 foot traveled lands, up to 18 foot paved shoulders and not including utilities or street liehtsl. Specific design standazds and maximum grade of Road "4" shall be determined by the Director of Public Works after consultation with Applicant and the Plannine Director.
