A clean ocean and a quiet black sand beach, close to the expansive> <br /> athletic fields and downtown Hilo, which is becoming revitalized... these would all 17,' c <br /> become a magnet for residents and visitors. - <br /> 9:30 AM bills, first reading u- <br /> I have concerns about Bill 224: Hiluhilul Palamanui> <br /> This is a huge project--a 725-acre, mixed use urban project with multi-story buildings. It ? <br /> will have huge impacts, such as an estimated 5000 more cars coming and going on <br /> substandard roads. Concessions from the developer cannot be counted on, since they <br /> are not nailed down yet. ,rr <br /> Planning for alternative transportation needs to be stronger. Usually we design roads to <br /> so cars have it easy, and everything else is a dangerous afterthought . We should <br /> design roads with high priority for walking, bicycling, skateboarding, wheelchair use, etc. <br /> Planning for cars results in cars, not alternative transportation. <br /> There needs to be planning for human services. We know there will be a certain <br /> percentage of domestic violence, child abuse, substance abuse, mental health <br /> problems, and other issues requiring services. Human service agencies will come to you <br /> at budget time wondering why you can't help them with the additional load. <br /> 10:30 AM second or final reading <br /> I oppose Bill 246 draft 3: Changes to Subdivision Code <br /> Developers should provide enough information so we can protect native Hawaiian rights, <br /> shoreline access. natural resources, and human health and welfare. For example, we <br /> need to know whether a project will cause, or fall victim to, flooding, polluted runoff or <br /> rock falls. A lot of zoning was done years ago, when our priorities and our scientific <br /> knowledge were very different. Changes to the Subdivision Code should be considered <br /> only after a comprehensive look at the entire Code, conducted in an open manner with <br /> full public participation. <br /> Bill 235: County budget <br /> I support restoring $2 million for Public Access Open Space Preservation Fund <br /> (general fund account # 010.801.5801.52) <br /> We just got the this fund and commission going, and with the recentjump in real estate <br /> costs, they need enough money to do the job right. <br /> Some people say there is money for this in the capital improvements budget. But many <br /> projects in this budget are never funded because the Council does not float enough <br /> bonds to pay for them. <br /> I'm doing petitions in downtown Hilo to get 2% of property tax for the open space fund on <br /> the ballot. For every 10 people I approach, 6 to 8 sign. I get 15 to 20 signatures an hour <br /> People come up and ask if they can sign, wait if someone else is signing, flag me down <br /> saying "I didn't have time to sign yesterday--can I sign today?"
