Downtown Hilo is located in a Special Management Area which includes a flood zone and <br /> a tsunami inundation area. Hilo Bay is a wide, beautiful picture-postcard body of water; it has also <br /> been identified as one of the impaired waters in the Hilo Bay Watershed area. As a coastal town <br /> with these and other growth-related challenges, there is a critical need to develop a workable plan <br /> that balances the needs of our growing population with the needs of our physical environment.
