WHEREAS, implementation, which is a key element of the Vision process, is the next <br /> phase where an EDH 2025 Implementation Committee will be formed. <br /> NOW, THEREFORE, BE IT RESOLVED by the Council of the County of Hawaii that <br /> it adopts the "Envision Downtown Hilo 2025 Plan" and that this document be used as a guide by <br /> the County in its consideration of future development in Downtown Hilo. <br /> BE IT FINALLY RESOLVED that copies of this resolution be transmitted to Mayor <br /> Harry Kim, Planning Department Director Christopher J.
