Cats do not tolerate collars well. They have been know to die from trying to claw them off, or getting the collar <br /> caught on something and strangling. <br /> <br /> 2. Mandatory rules such at these will result in more people dumping cats, so we will end up with an even larger <br /> feral cat population. Advocats is a 501c group run totally on donations and volunteer workers, who endeavor to <br /> trap and neuter all feral cats to end the indisciminate proliferation of cats released into the wild. This is a humane <br /> method of ending feral cat populations, but they are not well enough funded to handle the increase in feral cats <br /> that these laws would create. <br /> 2. If it is decided that all cats must be indentified, shouldn't all Stale laws be consistant? Oahu law requires cats <br /> be identified, either by collar or chip, but does not charge a licensing fee.
