Kona. I apologize that I am not able to appear in person at this meeting however I would like to provide written testimony in support of Resolution 381- 06 to postpone council action on rezoning applicatigm in the districts of North and South Kona until the North and South Kona Community Development Plan is adopted by ordinance. The improvements to the roads and infrastructure in North and South Kona have not been commensurate with the rapid growth and development in population that has occurred over the past several years. The chronic traffic congestion is one obvious and very visible result. Less obvious are the negative impacts that the developments of the kinds that we are seeing are having on our residents. Negative impacts having to do with a decline in our quality of life, the high cost of land and unaffordable residential dwellings and lack of opportunities for our children to earn livable wages to continue to live and work in the community. That is the social/economic structure is drastically changing making Kona a more expensive place to live but not a better place to live. The North and South Kona Community Development Plan is a community based process which when completed will provide valuable community comments and recommendations that the County can incorporate in its' planning role. Resolution 381- 06 recognizes that value and merely seeks to postpone zoning actions until the Plan is reviewed and adopted.
