Having worked with the <br /> Kona Community Development Plan from the beginning, I feel that the process <br /> is going forward with considerable momentum. It will be completed by the end <br /> of the year, at which time there may be some changes recommended for the <br /> General Plan. Allowing rezoning to continue during this period creates a shifting <br /> terrain for the committee members who are attempting to analyze current situa- <br /> tions and identify solutions. As you will be advised, other areas on the Mainland <br /> and in Hawaii have undertaken such a move. It is within your authority to do so. <br /> Because various KCDP meetings are scheduled this week, and because I have <br /> additional time commitments scheduled for facilitators, I may be unable to testi- <br /> fy in person. I want you to know that I do appreciate having the Council meet <br /> here in Kona and that normally I would be present. Although I'm aware that you <br /> have very long days on Tuesday and Wednesday, I hope that you might be able <br /> to find some time to observe the KCDP in progress and that you might even be <br /> able to talk to Mr. Longo, the consultant. The community wants this process to <br /> succeed.
