He noted that in making decisions, issues are very basic and
involve fundamental services for communities. The issues are simple, but the solutions are very
complicated and that's where the steering committee comes in. Ms. Bath wanted to note that her
application was done as a rough draft, but decided to submit it that way because in Puna a lot of people
don't have computers and submitted her rough draft intentionally and should not be a reflection of her
clerical skills.
Council Member Holschuh noted that having spent 30 years in the ER, Puna in general and Pahoa in
particular was a problem place. He stated they really have a chance with everyone working together to

turn around a very problematic area and make it good. In addition, he was very impressed with her and
others. Ms. Bath stated not so much correcting the negative, but shining the light on the positive as well.
Council Member Jacobson stated he was happy to see Ms. Bath serving on this committee, she's got an
open mind and always willing to learn. Has known her for about 24 years and feels she's interested in
good planning. Ms. Bath stated her special interest is to keep this place Hawaii.
Council Member Arakaki asked Ms. Bath to expand on her comment regarding special interest. Ms. Bath
stated she sees this island as the most wonderful place to be, having been her half her life. She thinks that
this process is defining our future, what this island is going to be and that development is going to be
sustainable. Mr. Arakaki asked whether she favored no development in Puna and Ms. Bath responded no.
She said is in favor of sustainable development and defined sustainable as development that can enhance
what we have now and, in addition, provide goods and services for our island. Mr. Arakaki stated his
concern was due to a politician's definition of a sustainable economy was backyard farming and
wondered what Ms. Bath meant. Ms. Bath stated backyard farming is a good thing but agriculture is just
one element. She does not look at Puna alone. She considers how it integrates with Ka`u, with Hilo and
other azeas. Mr. Arakaki stated it's a community development plan and not a community anti-
development plan and hoped she goes along with that concept. He noted his support of Ms. Bath.
Chair Pilago noted two submittals in support of Ms. Bath. One from Ms. Tandra Frye mentioning her
dependability, integrity and good insights and the second from Paul "Doc" Stanley commending Ms. Bath
on her sound judgment, integrity, a self starter and organizer.
PC REPORT NO. 78
