Communication 912
outcome of this process is to star[ with clear and defined goals and objectives and end up with benchmark
solutions and the council defends whatever the committee came up with. His goal is that at the end of the
process when the committee come to this body for the money to fix the problems they've identified, he's

hoping there is a very lively and ongoing discussion through the entire process. Mr. Olson stated he is
very excited to be working on these plans because it will now be an ordinance and not adopted by
resolution to make it stick. Mr. Olson stated there is no conflicts he is aware of.
Council Member Safarik asked Mr. Olson to clarify his past involvement in geothermal issues. Mr. Olson
stated his position then and now is that he did not object to the technology as it works quite well. His
objection, however, was to the fact that it was a political decision to build it at that location irrespective of

the science involved. He stated they saw a clear demonstration that when things are done at that level and
it did not measure up, the community suffers major impacts from that. Another reason for being involved
is because of the inundation of Kalapana and then the geothermal issue. He stated he saw the flaws in the
planning process, one was natural and the other was man made but the county and state melted down.
They were ill prepared for either. Mr. Olson certainly hopes that emergency response issues are
addressed in these plans and then make sure the people in the community are aware of the plans.
Your Committee on Planning is in accord with Mayor Kim's appointment of Mr. Jon A. Olson to the
Puna District Community Development Plan Steering Committee and recommends his confirmation.
and
avas xoes A&e ex Respectfully submitted,
ARAKAKI X
ffiGA X COMMITTEE ON PLANNING
HOFFMANN X ~
HOLSCHUH X ` t.
IKEDA X~~\I r
ISBELL X
aACOSSON X K.
