While we <br /> as a community face many challenges in dealing with the pressures of growth, a moratorium <br /> on rezonings until the Kona Community Development Plan is adopted by ordinance is not the <br /> answer. <br /> <br /> In our opinion, such a moratorium will only exacerbate an already overheated real <br /> estate market by conveying the impression (and reality) that the supply of zoned property will <br /> be increasingly scarce which will drive prices even higher. External investors will not suffer <br /> and they may even benefit from the moratorium and further inflation in real estate values-, <br /> however it is the local would-be buyers that will be hardest hit. <br /> <br /> Is there a risk that without a moratorium, a property may in the interim be rezoned to a <br /> use inconsistent with the yet to be developed CDP? Absolutely. But already we have in place <br /> a very thorough and open rezoning process with the County Council having the ultimate <br /> decision-making authority. We submit that the Council should maintain its current authority <br /> and responsibility and continue to consider on a case-by-case basis all rezoning applications <br /> under the current protocols until there is a CDP or other zoning authority in place that alters <br /> the current law. <br /> We do concur with those who support a more cautions attitude on large acreage <br /> rezonings in key growth areas, however again we maintain that a moratorium on rezonings <br /> would be ill-advised and on balance detrimental to the best interests of the community. <br /> <br /> Thank you for allowing this opportunity to testify in opposition to Resolution 381-06. <br /> <br /> Respectfully Submitted, <br /> LANIHAU PROPERTIES, LLC <br /> <br /> <br /> James S.
