Please do not pass any ordinances that can not be enforced <br /> <br /> 2. Include precise clarification of the roles of both the Police Dept and the Humane <br /> Society. <br /> 3. Collars on cats versus Implants. <br /> 4. Number of animals per Residence (how to enforce?) <br /> An example of lack of enforcement due to conflicting policies. This was my personal <br /> experience. Picture this:. a vacant lot, two lots South of ours on Kohanaiki Rd., One big <br /> <br /> Pit Bull Chained up 8 ft from the county Road. A truck comes once a week, puts out a tin of <br /> hater and some food. The Dog is out of food and water in a short time. and left chained. <br /> Neighbors, of course gave it water and food, One night at about 11:30 the dog was <br /> screaming and sounded in pain. My husband went out with a flashlight and saw that the <br /> dog had the chain wrapped around its neck and was choking. He managed to untangle <br /> the dog. The next morning we called the Police, who assessed the situation and said <br /> they couldn't help because they could not go onto private property, The Humane Society <br /> <br /> was also called and couldn't do anything. We waited for the owners to make their weekly <br /> visit, told them what happened and were told in terms i cannot use here, never to touch <br /> their dog again. The problem was finally resolved when I went into the public records, <br /> found the owner of the property, who lived in Honolulu, and didn't know a thing about the <br /> dog. They finally took care of the situation and had the dog removed.. How does this relate <br /> to the above issues? How can you enforce an ordinance limiting the number of animals in a <br /> residence. Are you going to organize and fund a Pet Gestapo? Please consider <br /> <br /> enforcement problems, before passing these Bills. <br /> <br /> Collars on Cats. How? Which cats? Feral cats that run on our properties but are not our <br /> pets. What kind of collar is safe on cats. with all their dimbing and normal cat behavior. <br /> Let's use implants on Pets when collars aren't practical. It's only a shot, not surgery. <br /> I won't take up amy more of your time, I've tried to be as succinct as possible, and hope I <br /> have made a point or two.
