Section 4-21 Proof of sterilization and micro-chip implanting. <br /> <br /> Any form of collars with or without tags, will jeopardize the safety of cats in their natural environment. They <br /> can get hooked up on just about everything. Pig hunters on record, have stated that they take their dog collars off <br /> because of the dangers to their dogs from the terrain. Therefore it is easily understood that this <br /> will also apply to cats. In fact, since they are lower to the ground than is the average dog, they could much more <br /> easily get hung up in the lava rock, fern and general overgrowth. So it makes no sense whatsoever to <br /> knowingly put cats in harm's way. <br /> Also by using collars with tags, these animals would not be able to successfully hunt down rats and it has <br /> been necessary for many to own a cat to deal with the rat overpopulation. <br /> We are all relying on your gray matter and your sincere caring for keeping animals safe and out of daily danger, to <br /> clearly see and understand that cat collars are not the solution, certainly not this regulated solution. <br /> Also I notice that there is no provision or consideration for feral cats who obviously would not be in the running for <br /> wearing a collar to begin with. <br /> <br /> Finally and equally alarming is the limiting of households to only 4 pets each.
