I have been trained in animal control by the National Animal Control Association <br /> and in law enforcement by Peter Carlyle. <br /> <br /> I agree with the testimony of Ginger Towle, and will not reiterate. However, I would like to add that even though <br /> the animal control contract falls under the police department, it is Hawaii Island Humane Society who was <br /> awarded the contract to enforce the animal control laws. It should be the humane society's responsibility, even in <br /> a vicious dog case, to investigate and do all of the follow up. The police department is too short handed and not <br /> trained to handle animals. They should only be called in if an animal control officer is having a problem with a <br /> person. <br /> As far as barking dogs go, seeing that they come under the noise nuisance law, I believe that <br /> the humane society should share the responsibility with the police. When a barking dog is <br /> reported to the police, it should be turned over to the humane society to do the investigation and <br /> follow up. The police should not waste their time on such things when it could be better spent. <br /> The council should only bring one set of revisions forward on animal control. It is too confusing to have two <br /> extremely different proposals presented. It would have been better if the council worked together and combined <br /> the pertinent items. <br /> I would like to suggest that Josie Morgan (Executive Director of Hawaii Island Humane Society) and Ginger Towle <br /> (President of West Hawaii Humane Society) work with a Corporation Council attorney to come up with a practical <br /> version of the Animal Control Laws. I would like to see Bobby Leithead-Todd work with these ladies, as she has <br /> been a council person, concerned with the welfare of the community and she is also an animal lover. <br /> Comm.
