If the animal is already micro chipped and listed with the HIHS, this
proposed registration with tags is uncalled-for.

Most cats in this county are mousers and ratters, thank goodness. Wearing collars with tags would make
it virtually impossible for the cats to do their rodent-control jobs. Rodents have excellent hearing and a
cat might as well be wearing a bell as a tag.

We do not support the use of a collar on any cat. Finding a dead cat caught up on an obstacle because of
a collar would brake any a pet owner's heart and therefore would keep many from bothering to register
and/or collar their cats. Should the cat wear a breakaway collar, pet owner's regularly would have to get
new tags, as the tags would be hanging on the collars left behind.

Another issue is TNR for abandoned cats and their offspring. It's my understanding that the County
Council adopted a resolution some time ago advocating TNR (Trap/Neuter/Return (Release) as the only
workable and acceptable way to deal with abandoned cats and their offspring. This proposal flies in the
face of that resolution. Here is were the County Council should put real thought to it and perhaps
support a MONTHLY FREE SPAY AND NEUTER CLINIC. This would certainly be much more
economic than hire personnel to go after abandoned and feral cats.
We believe these sections of the bill are ill conceived for the above stated reasons.

We would, however, support that all non-micro chipped domestic animals reclaimed from the HIHS be
micro chipped and entered into the microchip database before release to their owners, at the owner's
expense.

Thank you for your consideration,

Erich A. and Anita Broennimann Comm.
