(3) To provide immediate response for services to deal with public health and <br /> safety risks due to a natural or man-caused disaster or emergency in the <br /> form of personnel, equipment, materials, supplies, and service contracts. <br /> (4) To match federal, state, and/or private grants-in-aid to develop or restore <br /> public property to a safe and useable condition. <br /> (5) To ~av for operational expenses of the County after a disaster or <br /> emergency when the Count~is unable to realize revenue at sufficient <br /> levels due to the disaster or emer eg ncy. <br /> To pay for administrative expenses, which shall not exceed five percent of <br /> this fund. <br /> SECTION 3. Material to be repealed is bracketed and stricken. New material is <br /> underscored. In printing this ordinance, the brackets, bracketed and stricken material and <br /> underscoring need not be included. <br /> SECTION 4. If any provision of this ordinance, or the application thereof to any person or <br /> circumstance, is held invalid, such invalidity shall not affect other provisions or applications of the <br /> ordinance which can be given effect without the invalid provision or application, and to this end, <br /> the provisions of this ordinance are declared to be severable. <br /> SECTION 5.
