Neither does the Bill address the <br /> case of obligations that have accrued prior to the approval of this <br /> Bill. Further, it leaves open the treatment to be afforded to those <br /> who have acquired existing credits. <br /> I am returning this Bill in the hope that these matters will be <br /> addressed.
