These lands represent a portion of the lands that <br /> are the subject of the afore-referenced Resolution. DLNR strongly supports the Resolution and the proposed <br /> amendments to the County of Hawaii General Plan. <br /> On November 18, 2005, DLNR entered into a development agreement with Jacoby Development, Inc. ("JDr'), <br /> which allows JDI to pursue the development of a master-planned, mixed-use project called Kona Kai Ola. Kona <br /> Kai Ola is to be developed on DLNR lands and an adjacent 200-acre parcel leased by JDI from the Department <br /> of Hawaiian Homelands. The development agreement between DLNR and JDI is the result of an extensive <br /> Request for Proposals process and subsequent negotiations with JDI. The successful development of Kona Kai <br /> Ola would provide the State and County of Hawaii with much needed public facilities and infrastructure, <br /> including recreational boating facilities, roadways, and utility infrastructure. It would also generate substantial <br /> revenues to the State and County, including lease rent and real property tax revenues. <br /> The amendments to the General Plan proposed in the Resolution are necessary to the development of the Kona <br /> Kai Ola project.
